Historical governance demonstration

This is not an active governance system, voter registry or staking program. Previous fixed-seat chamber, eligibility, bond, registration and vote demos are superseded historical experiments. The current proposal is 100% active community membership, advisory only.

Any future mFRG development is optional and requires later review. No binding elections, registration, voting privileges, treasury execution, staking rewards, wallet signing or identity collection operate here.
